Résumé

Helen de Pinho focuses on the tension between market-driven health sector reform processes post-1990 and those reforms necessary to ensure sexual and reproductive health as mediated through health systems that are rights based and equitable. She argues that sexual and reproductive health services depend on progressive realization of the right to sexual and reproductive health through fundamental and systemic changes to the health system, with a focus on shifting power dynamics to ensure people are able to claim their rights and supporting government to meet their obligations through improved regulatory powers, increasing available resources and strengthening local health systems.
